Summary	0000348: Better support DB2 by inserting into SYM_OUTGOING_BATCH outside the transaction that inserts SYM_DATA_EVENT
Description	We found out that DB2 UDB gets an exclusive lock on SYM_OUTGOING_BATCH during routing. We can prevent that by removing the insert of SYM_OUTGOING_BATCH from the transaction. In order to do this we need to add a new batch status. We are adding a batch status of RT. RT batches will never get abandoned, but at the beginning of the routing routine we will always set pending RT batches to NE. After events have been committed we set the batch status to NE.
