I believe, and I may be wrong, that the IReloadListener is more useful on the client as it may need to perform certain diagnostic steps before receiving the initial load. In our production system, an initial-load needs to be a service non-affecting kind of operation. Therefore, there is a need for a notification that would prompt the system to update its system cache before an initial load and after the completion of the initial load.
