sym_data_gap can be corrupted with overlapping gaps. Until we find the true fix this is a workaround to fix the gaps proactively. The thought is that only the sym_data_gap gets corrupted and on a restart when NOT in cluster mode the current state of the table is read in and the in memory gaps end up with the overlapped gaps which cause data to be routed more than once
