Summary0004496: If node registers, immediate pull causes server to indicate that node is not registered
DescriptionWhen a node registers, and it immediately pulls after registering, sometimes the registration server indicates that the node is not registered, causing the node to register again, creating more than one initial load request, canceling initial load requests, and doing a lot more work than is necessary.

If the node registers, then don't immediately pull, allowing the registration server to set things up so that when the node does pull, it will have everything set up.
Steps To Reproduce1. auto initial load when registering.
2. auto register accepted.
3. node pulls to register.
4. large initial load.
